To help keep the game under three hours...plus to keep the players safer, it must be getting dangerous out there or something.
Every three innings check the time to see how far into the game they are...and then add or drop rules to keep the game shorter.
Like going into the seventh inning they may decide to drop the designated hitter to make the pitcher hit to get the game going faster at the plate.
Stuff like that, then they can just add a whole bunch of new rules and add or drop them every hour or by three innings to keep the game close to three hours.
