It's my biggest fear as a child come true and I always knew this would happen....Halloween canceled.

This is probably the worst thing to ever happen.
I also don't know what their plan is yet.
Here are my suggestions to save Halloween:
1. Break The City Up Into Zoned Blocks For Trick Or Treaters:
Have the police install barricades around all the residential neighborhoods, just the small wooden ones like in New York City to section off the zoned areas, the simple barricades like wooden construction ones to notify of street and sidewalk closures, to keep the kids quarantined in their own areas to allow them to go outside.
Make them wear covid masks with their costume, the barricades will set up lanes around the neighborhood like in New York so they can move freely and direct traffic and keep the neighborhoods safe.
People not living in the neighborhood will be kept out by police at the barricade.
My area location one at the Mic Mac Mall and lake Banook has an Elementary School, Junior High School, Senior High School, French Acadian School and Community College..this area would be totally sealed off for trick or treating.
The police will keep all outside people out of the area with barricades while the kids go out, restricted to their own area and within a certain time limit like 6 pm - 9pm, after this Halloween will be closed for the night.
That way kids get to go out, just make sure the restricted trick or treat area has enough candy for everyone, they can use the census and other school and financial data to determine the amount of kids per area.
This number, would be the Halloween trick or treat index, based on the amount of kids in the area and number of houses to determine the zone and trick or treat index...say two pillow cases full of candy per child in each zone.
Under filled pillow cases can be topped up at the local rec center which they have in every neighborhood by parents, police and the fire department...I live in the school and church zone and there is also a rec center here, I am across from the baseball field and track field, they are still having the base ball championship by my house.
My self being a little league baseball champion when I was a kid, my team won the trophy, all the noise is relaxing to me coming from the baseball field.
2. Have Halloween at School.
The other option is to have Halloween directly at the school in the day time with events and partying through out the day, maybe they can have a concert or a mascot or something or even include other schools in the event.
Then they can go home early after the all day event, then if they want to go out at night maybe they can have a Halloween dance or something, do they still do that? , or a school party at night until 9pm only.
Those are some options to save Halloween.
